He Junzhi received his Ph.D. in Political Science from Fudan University in 2003. He was an associate professor at the School of International Relations and Public Affairs of Fudan University and currently teaches at Zhongshan University. He studied at St. Antony’s College of the University of Oxford as a senior associate member from September 2007 to August 2008. His research focuses on comparative electoral and parliamentary systems, especially the Chinese People’s Congress system. His recent research looks at independent candidates in China’s local elections and budget reforms in local governance.
