Zhao Shukai received his B.A. from Shandong University, Master of Laws from the Central Party School, and Ph.D. in Law from Renmin University of China. He is also the winner of the Development Research Center’s outstanding research achievement award for 1999, 2000, 2004, and 2005. As a Coordinate Research Scholar, he will collaborate with Professor Elizabeth Perry, focusing on a project on local governance reform in China.
